IMPLEMENTATION COMMITTEE
Once Canada ratifies the Agreement-in-Principle, the first step in the enrolment process will be the appointment of an Implementation Committee.
This 6-person committee will consist of:
- 3 Government of Canada -appointed representatives

Roy Grey
Wilf Attwood
- 3 FNI-appointed representatives.
Brendan Sheppard
Annie Randell
Steve May
The committee’s primary responsibilities are to:
- Supervise and manage the implementation of the Agreement-in-Principle
- Advise on issues relating to the establishment of the Qalipu Mi’kmaq First Nation Band.
Its tasks will be to:
- Develop an Implementation Plan
- Assist the Enrolment Committee
- Monitor the progress of the enrolment process
- Facilitate the resolution of any implementation issues
- Negotiate a funding agreement with Canada to cover the costs for:
- Hiring three Enrolment Clerks
- Compensating the Enrolment Committee (excluding the representative from Canada) and the Appeal Master
- Administering and operating the Enrolment Committee
The Implementation Committee will cease activity once the Qalipu Mi’kmaq First Nation Band is established.
